Summary

The Administrative Officer coordinates the administrative functions of the Geriatrics/Long Term Care Service and gives administrative and managerial support to all professional programs under the supervision of the Chief of Geriatrics/Long Term Care in execution of assigned tasks. Sections/programs under the Geriatrics/Long Term Care Service line include Home-Based Primary Care, Community Living Center, and the Palliative Care Consultation Team.

Administrative Officer Duties
This position requires a thorough knowledge of enhanced medical sharing contracts as the administrative officer has oversight for contracts, memorandums of agreement, and fee-basis agreements within the Geriatrics/Long Term Care Service Line and may be involved in negotiating and coordinating with the facility Contracting Officer. administrative officer independently works with the services reporting to the Chief of G/LTC on their administrative and operational issues, providing guidance based on VA directives and regulations, VAMC policies, and good management principles.

Duties require the ability to apply the specialized principles and practices of health care management in supporting the healthcare delivery system. Provides full staff assistance on administrative matters affecting patient care, education, and organizational policy. Serves as a staff member directly supporting the Chief of G/LTC responsible for planning, organization, development, direction, and evaluation of clinical operations within the service line. Provides comprehensive resource allocation information in support of decisions involving organizational funds. The administrative officer provides technical and administrative supervision to all other administrative, title 5 personnel in the service line ranging from GS-5 level to GS-9 level.

Program Planning and Operation
The administrative officer provides full assistance to the Chief of G/LTC through analysis of service, workload, staffing levels, cost-effectiveness, helps formulate professional and allied health policies and programs. administrative officer identifies alternative programs and plans, providing staff assistance and participating in the discussions leading the formulation of Medicine strategic plans and programs. Assesses priorities to best meet healthcare delivery needs. Advises and assists the Chief of G/LTC in planning, development, and operation of the Ambulatory Care services and programs.

Resource Management
Complies with all directives and special requirements in preparing annual and cyclic budget documents. Consolidates submissions received from subordinate units. Monitors annual execution and recommends adjustments or reallocation of resources. Administers budget for assigned control points. Evaluates and recommends staffing needs. Prepares funding and staffing requests as well as equipment needs.

Evaluates/Monitors Program Data
Incumbent will be responsible for developing, evaluating, and adjusting organization structure for and management systems to accomplish the overall Service mission. She/he is responsible for the overall collecting, monitoring, and analysis of data pertaining to clinical activities for the Service sections.

Supervisory Responsibilities
Provides technical and administrative supervision of a small subordinate staff, including (3) Program Support Assistants GS-0303-07, (1) Program Support Assistant GS-0303-05, Administrative Officer GS-0341-09, and Program Analyst, GS-0341-09.

Work Schedule: 8am-4:30pm, Monday-Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative and managerial support in healthcare management clinical and administrative programs, knowledge of medical sharing contracts, memorandums of agreement, fee-Basis agreements, works independently on administrative and operational issues, assessing priorities to meet organizational needs, plans training and development of staff, assigns work to staff, HR Information systems, Communicates, interprets, and advises on federal and agency personnel policies, regulations, and procedures.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This position is mostly sedentary and located in an air-conditioned, heated office setting. Some walking, standing, bending, reaching is expected.
